Phoenix Consulting International is a consulting firm entirely dedicated to improving the management of water, sanitation, electricity and solid waste services in emerging and developing countries. For more than two decades, Phoenix partners and managers have developed expertise in all economic, institutional, regulatory, pricing, financial, commercial and organizational aspects of utility management.
Phœnix’s main missions include sector strategy consultancy to public authorities, governments and local authorities, for the development and implementation of sector reforms, advisory or technical assistance to the technico-economic regulation of public services and advising public service operators to improve their performance.
Phœnix has many solid references in these fields with international and bilateral financing institutions (World Bank, African Development Bank, European Investment Bank, Inter-American Development Bank, European Union, French Development Agency, etc. ).
Phoenix consultants have always striven to be as pragmatic and practical as possible. Their purpose is to formulate truly operational assessments and recommendations, and to support clients in decision-making and implementation on the ground. They favor speed and flexibility to respond “tailor-made” to the needs of their clients and not to intervene according to standardized recipes that are often poorly adapted to specific national contexts.
The Phoenix team collaborates regularly with local or international partners (engineering firms, law firms and business lawyers, investment banks, auditing and accounting firms, etc.) and relies on a network of independent experts recognized in their field of specialization. This multisectoral approach makes it possible to benefit from many and varied experiences and to take a cross-look at the problems encountered by its customers.
Drawing on these combined skills, the company is active in all emerging and developing countries, in Africa, the Middle East, Europe, Latin America and Asia. In particular, the Phoenix partners have been working regularly for more than 20 years throughout the French, English and Portuguese-speaking countries in Africa.
Phoenix has adopted charters and policies stating its social, environmental and ethical values. These documents are intended to constitute a concrete and operational Code of Business Conduct for all Phoenix employees and partners.
