Rural electrification in Chad
Chad has one of the lowest electrification rates in the sub-region (around 5%), especially in rural areas. The liberalization of the sector, started in 1999, allows the intervention of private operators in the production, transport and distribution of electricity.
A private operator operates today in five small towns, with a population of around 40,000.
Supplied by diesel power plants financed by the authorities, the systems are operated under the “regie intéressée” regime. Service is however limited – only 10% of households and a few professionals – and the cost of the service is high.
To expand its activity and improve its profitability, the operator wants to provide the service to 80% of households and to all professionals by 2021, optimize service performance, reduce costs and prices. For this, he plans to invest in the development of hybrid power plants (solar and diesel) and the strengthening of the network.
Searching for a financial partner, the operator mandated Artelia to assess, validate and adjust its project business plan. Phœnix is responsible for assessing potential demand, the ability and willingness to pay of consumers, and forecast revenues.
