Organizational and functional analysis of the Office National de l’Eau Potable in Ivory Coast
The Ivorian authorities are currently making significant investments in drinking water supply infrastructure to improve access to this service for the population and achieve Sustainable Development Goal 6.
In this context, the Ministry of Hydraulics has mandated the Consortium formed by PwC, Artelia and Phœnix to carry out the drinking water review in which Phœnix is in charge of the sector financial modeling and the organizational issues.
On this latter topic, Phœnix is conducting an organizational and functional analysis of the Office Nationale de l’Eau Potable (ONEP), the delegated project owner of the Ministry of Hydraulics, and is making recommendations to optimize its organization and operation. In this context, two field missions were carried out in September and November 2021.
The second field mission consisted in organizing a participatory workshop with ONEP’s executive managers in order to share with them our understanding of the office’s challenges and to discuss the main axes of the reforms to be carried out. This workshop was a great success with a strong participation of ONEP’s agents that permitted to identify reform axes and to discuss about their operational implementation. Phœnix thanks ONEP for its collaboration and its involvement in this study!
At the beginning of this year, Phœnix is preparing a mission to present this study to the authorities.
