Updating ONEA’s tariff schedule in Burkina Faso: for a sustainable and financially balanced water service
Since the last tariff increase scheduled for 2021 could not be implemented, the Office National de l’Eau et de l’Assainissement (ONEA) is updating its tariff schedule for 2029. The aim is to guarantee a viable economic model while ensuring fair and affordable access to drinking water services in urban areas.
Phoenix is supporting this approach by updating the existing tariff model, based on an average tariff target for 2029 set by ONEA, and consumption data from a recent extraction of the billing database provided by ONEA. Seven pricing options are analysed, with a view to selecting just one.
Each option is assessed in detail:
- – impacts on the amount of typical bills compared with the current situation ;
- – change in price per m³ ;
- – weight of the bill in the household budget.
The approach adopted is designed to help ONEA choose a tariff schedule that is socially acceptable, financially sustainable and technically robust.
