How can PPPs and Disaster Risk and Climate Change adaptation and mitigation be made compatible ?
A catch-phrase currently in every posts on PPPs on social networks ! More than just for words, Phoenix has been mobilized in a Technical Assistance (TA) financed by the French Development Agency (AFD) to work with the PPP Center of the Philippines towards implementing concrete actions.
The PPP Center has identified more than 10 projects in 4 sectors (water and sanitation, waste management, renewable energy, public transport). In particular, with our Climate and Environmental expert, the Teams of the PPP Center will conduct systematic Risks screening and Measures identification. With our Financial and PPP Expert, the Teams will then work together on conducting the relevant economic and financial analysis to ensure that the identified measures are affordable. The TA will also mobilize to identify what Climate Funds are effectively available for PPP Projects in the Philippines and will work towards smoothing the path to Implementing Agencies in the application process. The challenge will then be to facilitate the project appraisal procedures for the project managers concerned.
This two-year program will thereof strengthen the PPP Center in assisting local and national agencies in preparing, structuring, and appraising Climate-friendly and sustainable PPPs, as well as improving the latter’s capacities to better integrate disaster resiliency and climate change adaptation and mitigation in their portfolio of PPP projects.
The PPP Center met with the Phoenix consultants for their first field mission in the Philippines last November 17 to 25, 2022. The TA officially started with the launch phase in October 2022.
